This issues has been reported by Greg:

“Ventura 13.0.1 mail app will not let me send attachments – says downloading and they never load.”

We couldn’t replicate the issue but have found similar complaints on Apple’s Discussion forums:

“Unable to upload attachments to Mail correctly after updating to Ventura. If I drag and drop they stay as ‘downloading’.nIf I try to send, ‘This message contains attachments that are still being loaded’ pops up.”

How To Fix Mail Attachments Stuck On Downloading

Apparently, this problem is caused by a macOS permissions problem. More exactly it’s caused by old postscript-fonts. Resetting system fonts should fix the issue:

  • 1. Open Font Book using Spotlight Search (command + space and type font book)
  • 2. Click Font Book in the top-left corner of the menu bar and go for Settings.
  • 3. Click on the Advanced tab.
  • 4. Go for Reset Fonts.
  • 5. Confirm that you want to return to standard fonts. Click Proceed and authenticate with your Mac password or Touch ID.
