This issue has been reported by Micah:

It looks like a widespread issue as we found several complaints on:
- Reddit: “USB 3 camera adapter stopped working after 16.5.”
- Apple’s Discussion Forums: “Apple Lightning to USB 3 Adapter not charging phone or communicating to DAC after iOS 16.5 update.”
- MacRumors Forums: “After updating my iPhone Xs to iOS 16.5, my Apple Lightning to USB 3 Camera Adapter doesn’t work.”
How To Fix Lightning To USB 3 Camera Adapter Not Working
Unfortunately there’s not much that you can do about. This looks like an iOS 16.5 bug which means that Apple will have to address the issue in an upcoming software update. Either an incremental iOS 16.5.1 update or the currently beta tested iOS 16.6.
Update: This issue has been fixed in iOS 16.6 beta 2. Thanks Yorick and Len for confirming!
Tip: iOS 16.4.1 is still signed! You can try to downgrade and see if you can make the Lightning to USB 3 camera adapter start working again, until Apple releases the fix! A step-by-step guide is available here.

I’m an Electronics Engineer in the DOD with 2 top secrets, currently retired, and have been using the Lightning To USB 3 Camera Adapter for a DAC/ Headphone Amp for streaming Amazon Music HD over the iPad. I was surprised when the Lightning To USB 3 Camera Adapter stopped working after I updated our 4 iPads to iOS 16.5. After some research I discovered it wasn’t the adapter that was faulty, but the new iPad OS. Installing iPad OS 16.6 Beta was a new experience for me and I didn’t know what to expect. But I really don’t see any difference between this Beta and the normal distribution model. The update to 16.6 Beta did the trick and now everything works perfectly fine with the Lightning To USB 3 Camera Adapter.
Thanks for the feedback Len. Yes, installing beta updates of this late iOS versions is acceptable because the OS is fine tuned at this point. However, there’s a total different ball game when it comes to iPadOS 17 beta which has been recently released.
