Fact: Apple’s Developer release notes are blank for this version. Which means that Apple has no fix or issue to report.

This update is available, over-the-air in the Watch app on the paired iPhone!
Go to the My Watch tab and browse for General -> Software Update on Apple Watch 4 or later models that are enrolled to the watchOS 9 Developer or Public Beta program.
How To: In the Settings -> General -> Software Update tap on Beta Updates. Select watchOS 9 Developer Beta and Beta 4 will show up on the screen. Tap Download and Install and follow the prompts.
